Steven Jay Rozan was born in Houston, Texas in 1943.
He graduated from Lamar High School in Houston in 1962 and received his B. A. degree from the University of Arizona in 1967. He received his J. D . degree from South Texas College of Law in Houston in 1970.
Since his graduation from law school, Mr. Rozan has been extensively involved in a wide range of criminal litigation. From approximately 1974 to 1978, Mr. Rozan was an Assistant United States Attorney for the Southern District of Texas and was later named Chief Felony Prosecutor for the District. His range of responsibilities included the investigation and prosecution of major narcotics conspiracies, bank fraud, bankruptcy fraud, mail fraud, wire fraud, counterfeiting, RICO and attendant white collar criminal cases for the United States Department of Justice.
Mr. Rozan has been engaged in the private practice of law since 1978, specializing in the defense of these types of cases.
He is a member of the State Bar of Texas, the State Bar of Colorado and the Bar of Washington, D.C. He is also a member of the Federal Bar Association, Bar Association of the Fifth Circuit and is admitted to practice before the United States Supreme Court, Texas Supreme Court, Colorado Supreme Court, United States Court of Appeals for the Fifth Circuit, United States Appeals for the Tenth Circuit, United States Court of Military Appeals, United States Court of Customs and Patent Appeals, United States Court of Claims, District of Columbia Court of Appeals, United States District Court for the Southern District of Texas, United States District Court for the Northern District of Texas, United States District Court for the District of Colorado, United States District Court for the District of Arizona, United States District Court for the Eastern District of California.
Mr. Rozan is a former Adjunct Professor at the University of Arizona and has lectured extensively at seminars sponsored by the FBI, the Harris County Sheriff’s Academy and various pre-law and law student bar functions and hosted a local television program relevant to his field of expertise. He has also served as a moot court judge in competition held at both South Texas College of Law and the University of Houston College of Law. He is the recipient of letters of Commendation from the Director of the FBI as well as various awards and letters of Commendation from the DEA and ATF during his tenure as an Assistant United States Attorney. Mr. Rozan is a Life Member of the Navy League of the United States.
